Welcome

Though industry was anticipating the launch of Phas= e 1 of the RHI last Friday, 30th September, we were informed by DECC that t= emporary restrictions have been set in place by the European Commission (EC= ). Please see the statement from DECC below:

"We are fully committed to introducing the Renewabl= e Heat Incentive. However, we understand that the European Commission state= aid approval for the RHI will be subject to a reduction in the large bioma= ss tariff. We expect to receive written confirmation of this very shortly. = This means we now need to change the regulations before the scheme can open= to applications. We understand this is frustrating for industry who are al= ready gearing up for the RHI however we hope to get this sorted out soon an= d open the scheme before the end of November."

Further information about this delay is available o= n the DECC website and plea= se note that this delay does not impact the RH-PP process for domestic inst= allations (as managed by the Energy Saving Trust). The GSHPA will = keep you updated as information becomes available.

Additional important information to share with you = is the recent launch of MIS-3005 Issue 3= , MCS’s revised Microgeneration Installation standard for Heat Pump S= ystems. This standard will improve procedures across the GSHP installat= ion sector, ensuring that all (within MCS at least) are working within the = same criteria, across a level playing field for sub-45kW (thermal) systems.= The GSHPA worked very closely with DECC and the MCS team during all stages= of these developments, particularly on the heat loss calculations and grou= nd loop sizing of ground source systems and up to this point endorses the w= ork and benefits that the standard should bring to the industry.

MIS-3005 Issue 3.0 references in numerous places, a= nd will work symbiotically with, the GSHPA’s Vertical Borehole Standar= d and the = EA’s Environmental Good Practice Guide on Ground Source Heating & Coo= ling. David Matthews, representing Gemserv, will be delivering a series= of training courses to support the re-launch of MIS-3005 – dates and= cities listed below.

British Drilling Association (BDA) seminars

The GSHPA is pleased to be supporting the regional seminars being run by the BDA = during September, October and November, The first of these, at the Geological So= ciety in London was a huge success and saw the launch of the UKAS approved G= eothermal Drilling Certification that has been developed by BDA, Construc= tion Skills and others. We hope to see many of you at the following seminars taking place in Solihull (29= th September), Manchester (13th October), Glasgow, Newcastle and Bris= tol – more details to follow as dates and venues are confirmed.

Green Deal Bulletin: September 2011

In the week of the 12th of September “(DECC) = hit a significant milestone in the development of the Green Deal when th= e Energy Bill cleared the House of Commons with cross-party support. The Bill co= ntains powers that will allow householders to pay for energy efficiency improv= ements to their homes from the savings they make by using less gas and elect= ricity. The officials continue preparations to launch the Green Deal consultation at = the end of October.” Said Greg Barker, DECC Minister.

But the DECC Minister also said that we have moved on. Because a new date was confirmed for Lords C= onsideration of Commons Amendments (LCCA), this will take place in the Lords main chamber on 4 October= , a week earlier than expected. A record of the debate is  available on the H= ouse of Commons website.

GHSPA member i= nstalls system in medieval palace

Ecovision Systems Ltd. successfully installed a clo= sed loop GSHP in combination with open looped and air source heat pumps= as well as solar power in a medieval house where the Bishops of Bath lived fo= r about 800 years. A near castle wanted to drain and dredge the lake, which offe= red an opportunity to lay 56 coils of pipe on the lake bed before it was re-fill= ed. Each coil measured 100 metres in length and was filled with diluted glyco= l. All the pipes converge into a chamber on the lakeside and from there the warm= ed fluid is pumped into buried pipes to the heat pumps in the main house at a = temperature of 10ºC. It ends up in one of two 100 kW heat pumps in the plant r= oom in the basement of the building. The heat pump’s output is 22 kW an= d it can achieve a maximum flow temperature of 70ºC, which will supply all of the= heating and the hot water for the building.

European Energ= y Efficiency Fund (EEE-F)- a guide for developers

The European Commission, the European Investment Bank (EIB), Cassa Depositi e Prest= iti (CDP) and Deutsche Bank launched a new European Energy Efficiency Fund (EEE-F) on 1 July 2011. The new invest= ment fund aims to provide market-based financing for commercially via= ble public energy efficiency and renewable energy projects within multi-= annual strategies. The initial fund volume amounts to €265 million which will b= e allocated as follows: 70% for energy efficiency, 20% for renewable energy, and 10% f= or clean urban transport measures.
